More than 76% of the electorate turned out to vote in Chhattisgarh, a State that has a relatively lower literacy rate and a lower Human Development Index compared to the rest of India. Chhattisgarh was however among only a few States that included Assam, West Bengal, Tripura and Meghalaya with a higher than average voter turnout despite lower HDI numbers. In general, Indian States with a better HDI tend to have higher voter turnouts.

HDI measures life expectancy, education and per capita income. Literacy in particular explains State-wise voter turnout substantially.
