CAG on Gujarat model

The >observations by the Comptroller and Auditor-General of India that the much feted Gujarat model may have flaws, especially as far as social indicators go, has come as a surprise (April 3). Can one surmise then that Narendra Modi as Chief Minister three times in a row did nothing much? The question then is why was such an exaggerated picture presented to voters in general in the run-up to the 2014 election?
