Certain proposals to improve the pension benefits of men who retired from the Armed Forces were referred to a committee headed by the Cabinet Secretary. The committee submitted its “report” which was accepted. However, the “one-rank-one-pension (OROP)” proposals suggested by the report have been put on hold. Even the Service Head Quarters is not aware of the details of the OROP award since it was never involved in the deliberations. It is a pity that a report by a committee headed by the Cabinet Secretary should lie in hibernation. Personnel Below Officer Rank (PBOR) — who were getting measly sums as pension and who had pinned their hopes on the OROP award — are a disillusioned lot now.
