Telangana CS yet to clear draft guidelines for uploading

The uploading of Kamalanathan Committee’s draft guidelines for distribution of State-level employees has been delayed as the file sent to the Telangana Chief Secretary Rajiv Sharma is yet to be approved.

Sources said that the Chief Secretary must be apparently waiting for political clearance from Chief Minister K. Chandrasekhar Rao before doing so. The Andhra Pradesh Chief Secretary I.Y.R. Krishna Rao, Finance Principal Secretary P.V. Ramesh, Joint Secretary, Department of Personnel and Training, GoI, who are members of the committee, had signed the file. Mr. Krishna Rao also discussed the draft guidelines with Andhra Pradesh Chief Minister N. Chandrababu Naidu and conveyed their view on the compulsory option provision for those on verge of retirement. The enhancement of retirement age in Andhra Pradesh to 60 years while it is 58 years in Telangana is said to be the issue exercising the minds of both the Chief Ministers.

AP government feels that if Telangana employees seek to work in Andhra Pradesh because of retirement age hike, then it may hamper the prospects of Andhra employees working in Telangana to come back to their State. It, however, safeguarded the interests of Andhra employees retiring in Telangana and said if they were allotted to Andhra as per the final guidelines, they would also extended the benefit of service till 60 years.

Telangana officials, however, dismiss the speculation and asserted that genuine Telangana employees now allotted to Andhra are eager to come back irrespective of the retirement age hike by Andhra government. However, committee members are of the view that political clearance will pave the way for easy resolution of any issues that may be flagged once the guidelines are uploaded. The Kamalanathan Committee finalised the draft guidelines on June 30 and sent the finetuned guidelines four days later first to the Andhra Pradesh CS as the Telangana Chief Secretary and Finance Secretaries went to Mumbai to meet the RBI Governor on rescheduling of crop loans.

Subsequently last Saturday, Mr. Krishna Rao and Mr. Ramesh signed the file and the committee Chairman Kamalanathan sent the file on Sunday to Mr. Rajiv Sharma for his clearance.
