Govt mulls single window clearances for entrepreneurs

The State government is reportedly considering introduction of a new mechanism for granting the necessary permissions to prospective entrepreneurs through a single application.

Accordingly, creation of a master website incorporating the records of Revenue, Municipal Administration and Panchayat Raj departments is being considered so that it could act as single window for according hassle free clearances to prospective entrepreneurs.

Survey number wise details of land records are already available on the portal of the Chief Commissioner of Land Administration and it is proposed to link the data of the Municipal Administration and Panchayat Raj departments online with the CCLA’s portal.

Efforts are underway to ensure that entrepreneurs were given access to the data so that they were not made to make rounds of different departments for accessing the same for planning their ventures.

Top place

The effort forms part of the implementation of the norms specified under the ease of doing business (EODB) in which the State shares the top place with the neighbouring Andhra Pradesh.

The State has succeeded in putting in place the necessary compliance mechanism in respect of 60 out of the 80 reforms proposed under the EODB in Pollution Control Board, Forests, Industries, Energy, GST and other departments. Compliance relating to the remaining 20 reforms has been delayed as they involved more than one department.

Chief Secretary S.K. Joshi is said to be particular that the heads of the departments worked in close coordination to ensure that the remaining 20 reforms too were introduced in the respective departments before February 15. The government would thereafter submit the compliance report to the World Bank and Department of Industrial Policy and Promotion before this month-end for their assessment.

Attention to feedback

The officials concerned were asked to focus on the feedback from the potential users and the Industries Department could constitute a nodal agency for coordinating with the departments in this direction. The direction assumes significance as the State slipped marginally in the rankings as it lagged behind the neighbouring State in feedback survey. The State, along with Jharkhand, scored 100% in the reform evidence while it could secure 83.65% in terms of feedback survey while AP’s score was 86.5% in this parameter enabling it to inch past Telangana.
