The stalemate over final allocation of All India Service officers between the cadres of Andhra Pradesh and Telangana, given the reservations from some officers, is set to be resolved with a via media solution offered to the Department of Personnel and Training, Government of India.
After the Pratyush Sinha committee dealing with allocation of IAS, IPS and IFS officers released a tentative final list of allocation for the second time on Friday and gave time till October 25 to the officers to represent any objections, Chief Secretaries of both the States — I.Y.R. Krishna Rao and Rajiv Sharma — wrote a joint letter to the DoPT strongly advocating against any further delay in AIS officers’ allocation on Monday.
They are believed to have said that 90 per cent of officers who were happy with their final cadre allotment be posted to the respective State cadre.
Pending PM’s approvalThose IAS, IPS and IFS officers with objections would continue in the State they are till formal approval from the Prime Minister.
For instance, J.S.V. Prasad, serving in the Andhra Pradesh cadre and allotted Telangana, would continue to serve in Andhra Pradesh.
Similarly those who preferred to be in Telangana but allotted to A.P. against their option would be continued in Telangana.
Delay dampenerMaking a case that the delay would hamper the administration in both the States which were grappling with several issues of bifurcation, the Chief Secretaries represented that sooner the allotment of officers on the basis of approved policy was done, better it would be to end the uncertainty.
Since both the Chief Secretaries expressed same opinion for expediting the process, the DoPT in a positive response on Tuesday offered to allot the officers as per the final uploaded list and by issuing ‘order to serve.’
Sources indicated that the latest proposal would be conveyed to both the Chief Ministers for their formal approval.
The Chief Secretaries would go through the final list taking care not to disturb officers against their wishes and submit it to the DoPT for issuing ‘order to serve.’
The DoPT is expected to issue ‘order to serve’ to AIS officers in separate State cadres of Andhra Pradesh and Telangana with no objections in a week once the officials attending to relief work in the cyclone-ravaged districts of Andhra Pradesh are back.
