There will be no election to one ZPTC and 40 MPTC seats in the State in the three-phase elections to rural local bodies (RLBs) either due to legal impediments or because their term is yet to be expired.
State Election Commissioner V. Nagi Reddy stated here on Saturday that election to Mangapeta ZPTC and 14 MPTC seats of the mandal in Mulugu district was not being held due to legal issues. Similarly, election to 15 MPTCs in Jadcherla mandal of Mahabubnagar district and 11 MPTCs in Burgampadu and Bhadrachalam mandal of Bhadradri-Kothagudem district was not being held as their term would expire on May 3, 2020 and July 2, 2020, respectively.
On the prospects of 12,745 persons who were disqualified by the Commission for their failure to submit final returns of election expenditure in the previous gram panchayat elections held in 2013 and MPTC and ZPTC elections held in 2014 contesting the elections now, Mr. Nagi Reddy said some of them had moved court against their disqualification and they would become eligible to contest now, in case the court provides them the relief.
Medchal-Malkajgiri district will have the election only in one phase as it has only five ZPTCs. Similarly, Karimnagar, Peddapalli, Mahabubnagar and Warangal Urban districts will go for the election in two phases. The remaining 27 districts will have the polls in all three phases.
Of the 538 ZPTC seats going for polls, 267 have been reserved for women in scheduled areas (15), ST (30), SC (49), BC (48) and unreserved (125). Of the remaining 271 seats, 128 are unreserved, 47 for BCs, 49 for SCs, 30 for STs and 17 in Scheduled Areas.
In case of 5,843 MPTCs seats, including 26 not going for polls in Jadcherla, Burgampadu and Bhadrachalam mandals as their term is not completed, 2,956 are reserved for women and 2,887 for other categories, including 1,459 unreserved. The reservation process for Mangapeta ZPTC and its 14 MPTC seats was not take up due to legal issues.
The list of category-wise sensitive territorial constituencies was in the process of preparation, Mr. Nagi Reddy said adding that about 50,000 polling personnel would be drafted in every phase of the RLBs’ elections.
