The Kamalanathan Committee, which uploaded the draft guidelines for distribution of State-level employees has not received any formal suggestion so far.
Referring to the objections raised by employees’ associations from both Andhra Pradesha and Telangana, sources here on Wednesday said the committee was represented by Chief Secretaries and officials from both the States. The draft guidelines were uploaded with their concurrence as well as that of both the Chief Ministers.
The employees’ associations were now acting as if they were kept in the dark, sources added. It was not correct to say AP officials would take unilateral decisions as it was a committee comprising officials from both States that would take any decision. Only orders would be issued by the AP GAD.
Similarly, all the employees’ data was handled by the Centre for Good Governance headed by a Telangana government official. The committee set time till August 5 to receive suggestions from various sections and it would meet on August 13 to consider the suggestions and finalise the guidelines. They would be then submitted to the Department of Personnel and Training on August 14 for Centre’s clearance.
Sources indicated that once the Centre approved them, the distribution of employees could be completed in about three months. The committee proposed to distribute employees of Secretariat, Head of Departments and field offices in a staggered manner rather than distributing all employees at one go.
The committee would distribute State cadre posts and persons as existing on June 1, 2014 even if they retired later. In view of appeals to consider spouse cases if they were working in district, zonal and multi-zonal cadre, sources clarified that the committee would only deal with State level employees. Those working in local cadre were deemed to have been distributed to the respective states under the AP State Reorganisation Act.
The State governments alone were competent to take decisions related to local cadre employees or creation of supernumerary posts, sources added.
