Huzurnagar bypoll : papers of 45 candidates rejected

Papers of CPI (M) candidate fail to pass scrutiny

Nomination papers of 45 candidates, including Communist Party of India (Marxist) candidate Parepalli Sekar Rao, for Huzurnagar bypoll were rejected by the Returning Officer, for various reasons on Tuesday.

The Returning Officer after scrutiny said 31 candidates have been declared ‘validly nominated’ for the contest, and the remaining stand rejected for failing to comply with several provisions of the Election Commission.

Nominations for the bypoll had started on September 23 and just 13 nominations received from nine candidates till the penultimate stage. The last date for filing of nominations on Monday witnessed a huge rush, with as many as 106 nomination papers being filed by 67 candidates, taking the tally to 119 nominations from 76 contestants.

While 24 of the contestants represented various political parties, the remaining 52 were independent candidates, comprising farmers, sarpanch and oustees of the Pulichintala project, among others.

Stage protest

Following initial reports of the rejected list on Tuesday evening, a few candidates staged a protest and raised slogans outside the office of the Returning Officer, alleging unfair scrutiny. It was a loss of face for the CPI (M) and its candidate Parepalli Sekar Rao, who secured 5,618 votes in 2014 and stood fifth in the final list and 2,121 votes in 2018.

Multiple reasons

According to Returning Officer P. Chandrayya nominations were rejected for various reasons, including wrongly-filled forms, non-payment of deposit and absence of 10 proposers for independent candidates.

“But most of the rejections were due to lack of signatures at the required places in Form 26 – Affidavits that have to be filed by the candidates,” he said. The list of validly nominated candidates has been made in Form 4 as mandated. The last date for withdrawal of nominations is October 3
