The State government has asked the Boards of Directors of companies, corporations, societies and other public institutions under its control to adopt the spirit of the Presidential Order 2018, and make suitable provision in their service and recruitment rules.

A memo to the effect, which was issued by Chief Secretary Somesh Kumar, assumed significance in the background of government recently completing transfer and posting of existing employees and teachers to local district cadres as per a new zonal system in line with the Presidential Order. The government is likely to issue job notifications shortly based on vacancies after the existing posts were filled.

The memo recalled that the Presidential Order with the title Telangana Pubic Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2018, was issued with the primary objective of providing 95% reservation in favour of local candidates in the matter of direct recruitment to posts under the State and local authorities ranging from Junior Assistant and below to Deputy Collector and equivalent posts.

Therefore, the Boards of Directors of government institutions, public enterprises and corporations have to make provision in their service and recruitment rules to ensure similar reservation in favour of local candidates in direct recruitments. All the secretaries of government must review the subject with companies, corporation, societies and other institutions under the control of their respective departments to ensure that the boards of respective institutions took necessary action. The secretaries must send their compliance reports to government by February 23.
