MoEF okays Ennore Port plan with stringent conditions

‘No development close to Kosasthalaiyar’

The Ministry of Environment, Forest and Climate Change (MoEF & CC) has accorded its approval for the expansion of the Kamarajar Port at Ennore, but with stringent conditions, including one that no development should be carried out on 100 metres on either side of the Kosasthalaiyar river.

The Ministry, in its letter dated October 30 to the General Manager of Kamarajar Port Ltd., said: “Though the area including the portion of Kosasthalaiyar river has been transferred to KPL, no activity shall be carried out in this zone, by maintaining a buffer of 100m since waterbodies and wetlands are more important than development activity”.

Court cases

The clearance, though, is subject to the outcome of court cases, the Ministry said in its letter .

The Ministry relying on the recommendations of a sub-committee of the Expert Appraisal Committee (EAC) of the Ministry that looked into various aspects of the project which has been opposed by the local community.

It also directed that a 50-metre buffer zone be maintained from the mangrove boundary around the project area.

The draft CZMP itself is under a cloud, as environmental activists have claimed that it was based on a map not notified by the MoEF and the clearance that was granted to KPL earlier by the EAC using the draft was illegal.

This clearance has been challenged at the Madras High Court. The other conditions laid down by the MoEF include the shifting of the commercial building, office and parking terminal from the southern side to “some other area on the northern side” within the existing port limit where sufficient land is available.
