In the wake of the bomb blast in front of the Delhi High Court on Wednesday, the Madras High Court has decided to implement immediately a ‘comprehensive security system' that was evolved earlier.

A resolution adopted at a meeting of the High Court's administrative committee with presidents of the advocates associations, chaired by Chief Justice M.Y. Eqbal, said entry of outsiders and their vehicles into the court premises would be strictly regulated.

Only those persons and vehicles with a valid authorisation issued by the advocates concerned regarding the purpose of their visit would be allowed inside the premises. No person, except advocates and parties in litigation appearing in person, would be allowed entry inside the court halls during or after court proceedings.

The administrative committee consists of Justices Elipe Dharma Rao, D. Murugesan, C. Nagappan, R. Banumathi, Chitra Venkatraman and K. Mohan Ram. The Registrar-General, S.Vimala, was also present at the meeting.

Office-bearers of the Bar Council, Madras High Court Advocates' Association, Law Association, Madras Bar Association, Women Lawyers' Association and Federation of Women Lawyers were concerned about the security measures on the High Court premises. They unanimously agreed that strict security measures should be implemented on the campus.

In January 2009, a new security system was introduced for the High Court after taking into account aspects concerning identification of gates, access control measures, provision of armed guards, anti-sabotage checks, issue of photo identity cards and arrangements for fire protection and parking of vehicles. The meeting also resolved that security arrangements would be taken care of by the local police. The views of the police would be taken into account while implementing the security measures.
