Vote-on-account Bill passed

The Tamil Nadu Legislative Assembly on Friday passed the vote-on-account Bill so that the government can function after April 1 till such time the budget proposals are debated and passed.

All government expenditure is approved by the State Assembly. Since the Assembly is yet to debate and pass the budget proposals a Bill was introduced to provide for the withdrawal of certain sums from and out of the Consolidated Fund of the State for the services and purposes of a part of the financial year commencing on April 1, 2010.

Finance Minister K.Anbazhagan also presented the Final Supplementary Estimates 2009-10 for Rs.1749.73 crore. Of this, Rs.1364.97 crore is in the Revenue account and Rs.384.76 crore in the capital and loan accounts.

The Final Supplementary notes an additional allocation of Rs.110 crore for the Dr.Muthulakshmi Reddy Memorial Maternity Assistance Scheme and says that a token provision of Rs.1000 has been made in the estimates. The balance will be met by re-appropriation within the Grant. For the schemes under Jawaharlal Nehru National Urban Renewal Mission also an additional Rs.570 crore is required. A provision for Rs. 112 crore has been made in the demand for the Municipal Administration department. The balance will be met by re-appropriation within the grant. Similarly, Rs.100 crore is needed for providing marriage assistance to women from poor families under the Moovalur Ramamirtham Ammaiar Memorial Marriage Assistance scheme. A token provision of Rs.1000 has been included in the supplementary estimates under the relevant head and the balance will be met by re-appropriation within the grant.

The Assembly will meet again on April 5 and will debate till April 9 the budgetary provisions, the Business Advisory Committee decided after a meeting this morning.
