Data collection on for Legislative Council

The State Public (Elections) Department has started collecting data from the departments concerned on delimitation of constituencies for local bodies, graduates and teachers for the proposed Legislative Council.

Chief Electoral Officer Naresh Gupta, who discussed the matter with senior Election Commission officials on Monday, said data was being collected from departments such as Municipal Administration and Water Supply, Rural Development and Panchayat Raj, School Education and Higher Education.

The Secretaries of the respective departments and District Collectors had been approached. The Council would have 26 seats for the representatives of local bodies and seven each for teachers and graduates. There would be 26 seats for the representatives of Members of Legislative Assembly and 12 nominated members. The total sanctioned strength is 78. Explaining that several steps were involved before the conduct of elections to the Council, Mr. Gupta noted that the determination of qualification equivalent to graduation, preparation of the electoral roll with the qualifying date of November 1, 2010 and formation of polling stations were the steps to be undertaken in a series, not simultaneously. Only when the work on delimitation of constituencies was over, Electoral Registration Officers and Assistant EROs would be appointed.

Asked how the allocation of tenures to members will be decided, Mr. Gupta replied that it would be done through a draw of lots after the completion of election process.
