Three CISF personnel were killed and two others sustained injuries after one of their colleagues, under stress, allegedly opened fire on Wendesday morning at Central Industrial Security Force unit camp premises at Kalpakkam.
According to the police, the incident took place at around 4.30 a.m. at the CISF Barracks in Kalpakkam township where the CISF personnel were asked to fall in line for roll call. The CISF unit at Kalpakkam, having a strength of around 110 personnel, has been entrusted with the responsibility providing security to the nearby Madras Atomic Power Plant complex, where IGCAR and Bhavini plants were also situated.
The accused, Vijay PrataphSingh (43) of Karsana Village, Uttar Pradesh, serving as head constable, reported for the duty and took possession of a 9 mm gun and 60 bullets from the weapons store located in the same premises.
Later, police said, he went to the first floor of the barracks and fired at Mohan Singh (57) of Rajasthan, another head constable in-charge of assigning duties to personnel attached to the unit.
After coming down from the first floor, he opened fire at the Assistant Sub-Inspector, Ganesan (58) of Thalavaipatti hamlet in Salem district, Tamil Nadu, another ASI, Prataph Singh of Kandiyal village in Uttarkhand, head constable, Subbaraj (54) of Chinnareddipatti hamlet in Madurai District, Tamil Nadu and a constable, Govardhana Prasad (42) of Lambri hamlet in Jammu and Kashmir, who were standing at the portico for reporting to the duty.
Later, the accused was nabbed and locked up in a room with his hand tied by the other CISF personnel present at the barracks.
While, Ganesan and Subbaraj died on the spot, Mr. Prataph Singh sustained bullet injuries on his stomach and Mr. Prasad on his left leg. The injured persons were rushed to a private hospital at Kelambakkam where they were admitted as in-patients.
The Kancheepuram Police District Superintendent, C.Vijayakumar rushed to the spot and conducted the inquiry. Preliminary investigations reveal that the accused, who was transferred to Kalpakkam recently from Narora power plant in Uttar Pradesh, was suffering from stress caused due to heavy workload. The Kalpakkam police have registered a case under sections 307 and 302 of IPC.
