Parliament proceedings live | Repeated disruptions shut down both Houses

Members demanding a discussion on the damage caused by cyclones Gaja and Title trooped to the Well of the Rajya Sabha, causing a disruption that led to adjournment.

After a washout on Wednesday, December 12, 2018, Parliament reconvened on Thursday for the third day of the Winter Session. The Rajya Sabha was supposed to take up The Representation of the People (Amendment) Bill, 2017, which will change the way voting is carried out in India. But disruptions caused the House to shut down for the day.

In the Lok Sabha, repeated disruptions caused short adjournments, and with slogan shouting reaching a fever pitch, the House adjourned for the day.

Lok Sabha | 12 noon

House is in session again. Members are in the Well immediately. Amid the din, papers are laid on the table. Committee reports are now being tabled.

Zero Hour begins. Shiv Sena Member Anandrao Adsul speaks about the establishment of Ram temple in Ayodhya, and how the government has not made any efforts towards this in the last four-and-a-half years.

Meenakshi Lekhi of the BJP says that victims of rape and sexual assault should be treated with sensitivity. The House is adjourned for the day.

Lok Sabha | 11.20 a.m.

House reconvenes, and slogan shouting is still heard in the House. A question on the Kartarpur corridor is up now.

House is adjourned till 12 noon.

Rajya Sabha | 11 a.m.

House reconvenes. Chairman M. Venkaiah Naidu is in the Chair. Committee reports are laid on the table. Ministers Maneka Gandhi, Jitendra Singh and Satya Pal Singh lay their statements on the table.

As Chair rejects the notice for suspension of business by Members requesting a discussion on the damage caused by cyclones Gaja and Title, MPs troop to the Well holding placards.

The House is adjourned for the day.

Lok Sabha | 11 a.m.

House reconvenes. Speaker Sumitra Mahajan is in the Chair. B.Y. Raghavendra is sworn in as a Lok Sabha Member.

Speaker reads out an obituary reference to M.H. Ambareesh. The House observes silence to mourn Ambareesh.

Question Hour commences, and slogan shouting begins almost immediately. Shouts of “ Pradhan Mantri, jawaab do ” can be heard. The House is adjourned for 10 minutes.

Rajya Sabha | List of business

Three Ministers — Maneka Gandhi, Jitendra Singh and Satya Pal Singh — will make statements on their reports pertaining to the Demands for Grants (2018-19).

Five Members — V. Maitreyan, D. Raja, Kanimozhi, Tiruchi Siva, C.M. Ramesh — have given notice to call the attention of the Minister of Home Affairs to the situation arising due to devastation caused by cyclones Gaja and Titli in some States and the action taken by the government.

The Nalanda University (Amendment) Bill, 2013 is listed for withdrawal. The National Council for Teacher Education (Amendment) Bill, 2018, The Right of Children to Free and Compulsory Education (Amendment) Bill, 2018, and The Representation of the People (Amendment) Bill, 2018, are listed for consideration and passing.

Lok Sabha | List of business

The Lok Sabha will pay tribute to former Member and film actor M.H. Ambareesh. The House will also swear in the new representative for Shivamogga B.Y Raghavendra.

As far as legislative business is concerned, The New Delhi International Arbitration Centre Bill, 2018 is listed for consideration and passing.
