While the Lok Sabha has been adjourned sine die after the passage of the Finance Bill, 2020, the Rajya Sabha is expected to do so after completion of today's business.
Both Houses observed silence to commemorate martyrs Bhagat Singh, Sukhdev and Rajguru.

The Appropriation Bills are returned by the Rajya Sabha. The Finance Bill, 2020, which was passed by the Lok Sabha is also returned.
Speaker Venkaiah Naidu gives his closing remarks. Adjourning the House sine die, he says the House has had 23 sittings this Session, with a productivity of 76.13%.
He concludes his speech by asking the Members to show their appreciation to the doctors, media and all other sectors working during the COVID-19 outbreak. Members beging applauding.

Anurag Singh Thakur, MoS, Finance, says under the current government there has been a growth in GST, excise duty, stamp duty, banking transactions in Jammu and Kashmir.
No loss has been evident in micro-terms, he says.
He says in 2011 he was prevented from unfurling the Indian flag at Kashmir's Lal Chowk, which is something anyone from any corner of the country can do now.

Rajya Sabha approves Rs 1-lakh crore budget for J&K for FY’21
The House approved the Bill for the budget of Rs 1-lakh crore for the Union Territory of Jammu and Kashmir for 2020-21.
After approval, the Bill was returned to Lok Sabha.
It also approved and returned to Lok Sabha another Bill for the budget of Ladakh, as required under rules for money bills.
The Bills were approved with voice vote after a debate of over two hours.
The Jammu and Kashmir Appropriation Bills were passed by Lok Sabha on March 19.
The over Rs 1-lakh crore Budget for Jammu and Kashmir for 2020-21 laid emphasis on the development of newly carved-out Union Territory of Jammu and Kashmir, which was made a Union Territory with effect from October 31, 2019.
The total budget estimates for the fiscal is Rs 1,01,428 crore, of which developmental expenditure is of the order of Rs 38,764 crore, an increase of 27 per cent.
The government also presented a separate expenditure plan of Rs 55,317.81 crore for the last five months of the current fiscal.
With regard to the Union territory of Ladakh carved out of the erstwhile state of Jammu and Kashmir, the total Budget Estimates for the past 5 months have been pegged at Rs 5,754 crore. Of this, capital expenditure would be Rs 4,618.35 crore and revenue expenditure would be Rs 1,135.65 crore.

Leader of Opoosition Ghulam Nabi Azad urges the government to release all detained political leaders in Jammu and Kashmir. He ends by hoping that statehood would be restored to Jammu and Kashmir.
Rakesh Sinha, BJP, says there has been an economic revolution in Jammu and Kashmir after scrapping of provisions of Article 370. He says 829 laws were implemented in J&K by the centre post scrapping of Article 370 provisions.
He says only "habitual offenders" or stone-throwers are still in detention in Jammu and Kashmir and the figure would not exceed 500. When the Opposition protests, he says his statement was not meant to slight political leaders in detention there.
K.K. Ragesh, CPI(M), appeals to the Union Finance Minister to provide financial assistance to districts hit by the coronavirus pandemic. Speaking of the abrogation of special status of J&K, he says "silence at gunpoint" cannot be considered as freedom.

On Mr. Birla's urging, all MPs stand up and clap for those who have continued to render their service during the COVID-19 situation in the country. Mr. Birla upholds social distancing as a means to fend off the virus.
