NGT seeks list of hotels in Uttarakhand

After reports of the plastic ban proving unsuccessful in Haridwar, the National Green Tribunal has asked the Uttarakhand government about the proliferation of unauthorised industries and hotels there.

“Do you have a list of ashrams and guest houses? Are they registered or not? If someone terms them as ashrams and guest houses, can they be exempted from registration?” the tribunal has asked.

The NGT also posed questions about the status of plastic manufacturing units in the State. “What is the status of plastic manufacturing units? Are they running without consent? What action have you taken?” the tribunal asked.

The NGT also asked the State government and pollution control board to “file a complete comprehensive list, in consultation with (Nagar) Nigam, of hotels, ashrams and guest houses running in Haridwar, Rishikesh and beyond.

The State Pollution Control Board told the NGT that it has issued advertisements in newspapers saying consent was mandatory to operate plastic manufacturing units.

To this, the bench said “the copy of the advertisement shown to the tribunal does not show what action the Board would take in the event of default. Let corrigendum thereto be issued immediately and copy thereof be placed on record before the next date of hearing.”

Taking note of the status report filed by the local commissioner, the NGT bench directed the Uttarakhand Pollution Control Board to submit an affidavit stating if consent to operate had been granted to plastic manufacturing units mentioned in the report.

Earlier, the tribunal had slammed the Uttarakhand government for not complying with its orders on ban of polythene bags in Haridwar, Rishikesh and surrounding areas.

In July, the green panel had imposed a complete ban on use of plastic bags in Haridwar and Rishikesh and announced a fine of Rs 5,000 as per the ‘polluter pays’ principle.

“Plastic will not be used for any purpose whatsoever, i.e. for serving food, commodities, packing items,” the tribunal had said.
