Procedural dilution facts, says report

The Vigilance wing of Kerala Public Service Commission (PSC) has detected grave procedural dilution and misrepresentation of facts in the first appointment of its secretary Saju George as section officer.

An inquiry report submitted by Vigilance and Security Officer P.S. Sabu on the complaints about Mr. George’s appointment in the Scheduled Tribes quota says: “the time-tested selection procedures (which) existed in Kerala PSC was (were) diluted in the case of Saju George and his first entry into the selection procedure was by fraud.”

The report submitted on May 27 says Mr. George had applied for the post under Scheduled Tribes category furnishing an illegal and invalid caste certificate that he belonged to the Malai Arayan community, issued by his uncle N.M. Abraham, who was then the Nedumangad deputy tahsildar. The certificate was issued beyond his jurisdiction.

A copy of his SSLC book submitted along with the certificate says that he belonged to the CSI Christian denomination. The caste certificate was not in the prescribed format as it did not bear the name of the officer who issued it. The commission directed him to produce the gazette notification regarding the change of community, but he could not and the commission directed him to produce a certificate from the Government Press Superintendent on including the content of the change in the gazette.

Mr. George then produced a certificate from the Press Superintendent informing that the notification will be issued. He did not have the notification till finalisation of the rank list.
