Allegations of irregularities in handing over land by Kinfra to Kannur International Airport Ltd.

A Vigilance court at Thalassery has directed the Vigilance and Anti-Corruption Bureau (VACB) to conduct a detailed inquiry into the allegations of irregularities in handing over of the land acquired by Kinfra to the Kannur International Airport Ltd. (KIAL).

The court on Friday issued the order rejecting an earlier report submitted by the VACB in response to an earlier court order calling for a preliminary inquiry into the allegations of irregularities in allotting the land to KIAL and in granting permission to fell trees and mine laterites and rocks for the construction purpose.

The Vigilance report submitted to the court earlier denied that there was corruption.

The complaint was filed by K.V. James, a former contractor who had been granted permission to tap rubber in 70 acres of land in possession of Kinfra, the nodal agency that acquired the land for the airport project, from February 2013 to February 2014.

The complaint named former Chief Minister Oommen Chandy, former Ports Minister K. Babu, former Kannur International Airport Ltd. Managing Director K. Chandramauli and former Chief Secretary Jiji Thomson, among others, as respondents.

Irregularities

According to the complainant, there were irregularities in allotting the land to KIAL and also in the contract to fell trees and quarry laterite for the construction purpose.

The complaint said that the land was handed over by Kinfra in violation of norms and by ignoring the objections raised by the Revenue Department.
