Observers to verify expenses of candidates

The electoral observers on candidates’ spending in local body elections have begun examination of expenses.

The duly signed accounts have to be submitted to the appointed officials as per a schedule announced by the District Electoral Officer. The observers will verify accounts at selected places from October 29 to November 2.

The total expenditure permitted for a candidate in elections to grama panchayat is Rs.10,000 and that in block panchayat and district panchayat are Rs.30,000 and Rs.60,000 respectively.

The limit for spending in municipal ward is Rs.30,000. There is provision in electoral rules to disqualify a candidate who is found to have exceeded the expenditure limits.

The District Electoral Officer has asked the candidates to ensure that advertising through audio visual media complies with restrictions on expenditure.

Prior permission

The candidate should obtain prior permission of Election Commission for advertising in audio visual media.

The candidate should not take personal credit for development works done by using government funds. Character assassination and issues disrupting communal harmony should not be aired by the media, the Electoral Officer said.
