Fast-track project clearance system soon

With a view to ensuring ease in doing business, a fast-track project clearance mechanism will be set up for issuing licences to prospective entrepreneurs.

Governor P. Sathasivam, in his address to the Assembly on Thursday, said clearance would be issued within 30 days of the submission of an application and on failing to issue it within the time prescribed in the Right to Services Act, it would deemed to have been issued.

The Kerala Industrial Single Window Clearance Boards and Industrial Township Area Development Act, 1999, would be amended to set the ground for establishing a dedicated office and an online clearance mechanism.

A panel of Secretaries, headed by the Chief Secretary, would be constituted for addressing complaints. The government would set up a Public Enterprises Selection Board for selecting top management cadre in a transparent manner. Convergence and mergers of PSUs manufacturing similar products would be taken up to increase their efficiency.

An export policy would be drafted for boosting exports from the State. The increased role of public sector undertakings in the mining of minor minerals would be explored to provide construction materials for the public at affordable prices. Offshore mining of sand without detriment to environment would be taken up to meet the sand requirement for construction.

Sand and clay would be mined by de-silting dams and rivers. An e-platform would be set up for marketing the products of micro, small, and medium enterprises. The Kerala State Industrial Development Corporation would construct a 3.5-lakh sq ft Standard Design Factor for an innovation-cum-incubation centre at the Life Sciences Park here.

Integrated handloom villages would be promoted in areas where there was a concentration of weavers, he said.
