A Division Bench of the Kerala High Court on Thursday impleaded the younger brother of an NRI businessman who committed suicide allegedly due to the Anthoor municipality’s refusal of occupancy certificate for his convention centre, in a suo motu case.

The Bench headed by Chief Justice Hrishikesh Roy also dismissed the petitions filed by two other persons seeking to implead themselves in the case.

Meanwhile, the Anthoor municipal secretary informed the court that there was no negligence or wilful delay on the part of the officials in issuing occupancy certificate. In an affidavit, secretary Sureshan M. said there was a few days’ delay because of certain violations in the building construction. The officials had only discharged their statutory functions.
