The Union government has increased steeply the fee for registration of all class of motor vehicles, driving licence and other services provided to motorists, under the guise of rolling out automation.
A 10-fold increase has been effected in the fee levied for registration of new vehicles. For registration of driving schools, the fee has gone up from ₹2,500 to ₹10,000.
Issue of learner’s licence in Form 3 for each class of vehicle, learner’s licence test fee and repeat test fee have all been increased from ₹30 to ₹150.
Fee for renewal of driving licence has been increased from ₹50 to ₹200 and that of international driving licence from ₹500 to ₹1,000.
To renew driving licence after the grace period, the fee is ₹300. Motorists will have to pay ₹200 for change in address and any other particulars in driving licence. To appeal against an order of the licensing authority, one has to pay ₹500 instead of the existing ₹100.
Endorsing hire purchase, lease, hypothecation agreement for motor vehicles will now be costly. The fee has been increased from ₹100 to ₹500 for motorcycles, ₹1,500 for three-wheeler, quadric cycle and light motor vehicle and ₹3,000 for medium or heavy motor vehicle.
The registration fee of three wheelers has been hiked from ₹300 to ₹1,000, stage carriers and lorries from ₹600 to ₹1,500. Imported motorcycles and motor cars have also not been spared.
The fee for conducting test for grant or renewal of certificate of fitness has also been hiked. For motorcycle, it will be ₹200, three-wheeler and light motor vehicle (manual ₹400, automated ₹600) and ₹600 and ₹1,000 respectively for manual and automated for medium or heavy motor vehicle.
From December 29
The grant or renewal of certificate of fitness for motor vehicle has gone up from ₹100 to ₹200.
The grant or renewal of letter of authority will attract ₹15,000 instead of the existing ₹5,000. The issue of duplicate letter of authority will be ₹7,500 and appeal under Rule 70, ₹3,000.
The States have been asked to collect the revised fee notified in the gazette by the Union Ministry of Road Transport and Highways from motorists with effect from December 29 last year.
