A snag in the way the National Flag was folded caused a slight delay during the flag-hoisting ceremony in Belagavi on Wednesday.
When Municipal Administration Minister Ramesh Jarkiholi rose to unfurl the flag and pulled at its cord, it refused to open.
He tugged again, unsuccessfully and looked at the police officers behind him.
Superintendent of Police Sudheer Kumar Reddy then stepped forward and lowered the flag. He opened the knot that had held the flag back. The flag was unfurled again in a few minutes.
Deputy Commissioner S. Ziyaullah has ordered an inquiry into the incident.
