Shivamogga ZP standoff: CEO to seek government advice

In the wake of the continuing standoff between members of the ruling JD(S)-Congress coalition and the opposition BJP in the Shivamogga Zilla Panchayat over restructuring of standing committees, Rakesh Kumar K., the CEO of the ZP, has decided to write to the government seeking guidance to resolve the imbroglio.

The ZP meeting held on July 17 had witnessed unruly scenes, following which president Jyothi Kumar had to adjourn it. The BJP members did not attend the continuation of the meeting that was held on Tuesday, lodging their anger over the delay in formation of standing committees. Mr. Kumar said that the meeting could not be held ultimately owing to lack of quorum.

Kalagodu Rathnakar of the Congress and Yogish of the JD(S) opposed this and demanded that they go forward with the meeting. The other members of both parties supported them. The members also gave the power of nomination to the committees to the president.

Speaking to presspersons, K.B. Ashok, MLA for Shivamogga Rural, said that as the JD(S)-Congress coalition lacks majority in the zilla panchayat now, it is dilly-dallying on conducting elections to the standing committees.

The CEO said that in the Karnataka Panchayat Raj Act, there is no clear direction on holding elections to these committees. Earlier, standing committees were formed with mutual consent between the members. The elections can be held after the ZP forms bylaws in this regard. But the meeting to form bylaws could not be held owing to lack of quorum, Mr. Kumar said.

He said the BJP members have also submitted a memorandum seeking elections to the standing committees immediately. Given all this confusion, he said, letter would be written to the Rural Development and Panchayat Raj and Law departments seeking direction.
