The National Commission for Women (NCW) has sent a notice to Karnataka Home Minister K.J. George taking suo motu cognisance of his remarks suggesting that rape by two men cannot be termed as gang rape.

“It is a suo motu notice. We have asked for an immediate explanation, failing which he will be summoned by the Commission,” NCW chief Lalitha Kumaramangalam said on Friday.

“He doesn’t even know what rape means and that is why he has commented like this. He is another example of a person, who comments on violence over women without pondering over it,” Ms. Kumaramangalam.

Commenting on the alleged sexual assault on a BPO employee by two men in a van, Mr. George had said, “How can you say gang rape? Gang rape means four-five people.”
