Hassan tahsildar V. Manjunath has been charged with threatening a person, who had sought information from his office under the Right to Information Act, by filing an alleged false case against the applicant.

Mr. Manjunath allegedly accused the RTI applicant, Dinesh from Upprahosahalli, near Shantigram in Hassan taluk, of applying for old-age pension under ‘Sandhya Suraksha Scheme’, meant for senior citizens, though he was in his early thirties.

Mr. Dinesh is said to be one among the three RTI applicants against whom the tahsildar recently filed complaints with the Superintendent of Police saying they were disturbing peace at his office and seeking information on matters not related to them. The tahsildar had recommended to the Superintendent of Police to blacklist the trio, who had filed complaints with the Hassan district administration against the tahsildar. During an inquiry by the Assistant Commissioner of Hassan subdivision, E. Vijaya, into the issue, the tahsildar filing “false cases” came to light. “The tahsildar was angry with me because I sought information on many ‘objectionable’ decisions taken by him.

He had often threatened to file a case against me to silence me. In January 2015the tahsildar filed a false complaint with Shantigram police that I had sought pension under Sandhya Suraksha scheme, by furnishing false proof of age,” Mr. Dinesh told The Hindu on Tuesday. The police summoned Mr. Dinesh for an inquiry. “I told the police that I have never applied for Sandhya Suraksha,” he claimed.

Later, the police sought a report from Revenue Department. The Revenue Inspector and the Village Accountant submitted a report stating that they had not processed any application of Mr. Dinesh, prompting the police to close the case. Mr. Dinesh said that a few months ago, he had submitted an application at the tahsildar’s office for an income certificate.

The details furnished along with the application were used to create a false application for old age pension, to trouble him.
