Govt. gives post facto approval to two blocks built by Manipal varsity


‘This validates our stand that there has been no misuse of land’

Deputy Commissioner R. Vishal said on Friday that the State government had given approval to Manipal University for change of land use with regard to the 12.95 acres, which also included its International Hostel Block.

Dr. Vishal told The Hindu that the State government in its order had said the university had used the land for “overall educational purpose”. It had also ratified the use of land by the university with regard to the 12.95 acres, he said.

But he refused to comment on the position of the Rs. 1,123-crore demand notice slapped by the district administration on the university.

However, G.K. Prabhu, registrar of the university, said the university had got ratification order from the government with regard to the International Hostel Block and an academic block near it. The government had opined that since it was just a change in arrangement, it did not violate land laws, he said.

“The government has given post facto approval for both the blocks. It validates our stand that there has been no misuse of land and it has been used for educational purpose only. There is no mention of the Rs. 1,123-crore demand notice in this order,” Dr. Prabhu said.

Meanwhile, P. Yuvaraj, Udupi City Municipal Council (CMC) president, said the CMC would wait for the Deputy Commissioner’s report on the issue and would seek legal opinion on the report.

“We will follow all municipal rules and regulations with regard to the buildings of the university. We will not allow any violation,” he said.


The Udupi district administration on June 25 issued a demand notice for Rs. 1,123 crore to Manipal University, for what it said, was violation of land rules and using 109 acres of land for purposes other than for which it was granted.

The Udupi CMC, on June 25, said the university, about three years ago, constructed the International Hostel Block on a piece of land granted to it by the government for a playground and a swimming pool in 1968. Hence, it had withheld the completion certificate, no-objection certificate and door number for the hostel.
