Cutting across party lines, members of the Legislative Council on Thursday opposed the Karnataka State Civil Services (Regulation of Transfer of Teachers) (Amendment) Bill, 2018 on the grounds that certain clauses in the Bill will give way for more corruption in transfers. The members demanded that the Bill be referred to a select panel.
Raising their objections, Puttanna, Sharanappa Mattur, and S.R. Patil from the governing combine pointed out that the Bill would actually facilitate the “business” of transfers. Chaos prevailed in the House as members insisted that the Bill be referred to a select panel. Following this, Chairman Prathapchandra Shetty adjourned the House for an hour.
When the House reassembled, Ruling Party Leader Jaimala, who tabled the Bill, assured the members that the issue would be sorted out while framing rules for the Bill. Eleven Bills, including the Finance Bill, were passed in the Council amid pandemonium.
RGUHS Bill adopted
The Karnataka Legislative Assembly on Thursday adopted the Rajiv Gandhi University of Health Sciences (Amendment) Bill, 2018 that provides for appointment of a professor who has taught for five years in any medical college affiliated to the university as its registrar.
Earlier, only IAS and KAS officers were being allowed to hold the post of the registrar.
The Bill, piloted by Medical Education Minister E. Tukaram, was adopted by the House without any discussion amid protest by the Opposition BJP members over the attack on the residence of the party’s Hassan MLA allegedly by JD(S) workers.
