For polarising and utilising information technology in governance, the State Legislative Assembly has made computer literacy test mandatory for all its Group ‘C’ employees below the age of 50.
The employees, who fail to clear the test within three years, will be denied promotion and annual increment. State government-owned Karnataka State Electronics Development Corporation Ltd. (KEONICS) will organise training and conduct the test.
The Legislative Assembly, in its order dated January 2, 2015, has asked all Group ‘C’ staff to clear the test to become eligible for annual increments and promotions.
The Assembly has 800 staff, of which 200 are Group ‘C’ employees. Computer training will be conducted for a batch of 20 employees each from January 5. Training and tests will conclude on March 13, the order said.
All employees have been instructed to compulsorily attend the training programme and take the test. They will have to produce a pass certificate issued by the agency to the Assembly Secretariat.
Those who produce the certificate will get a one-time incentive of Rs. 5,000.
The certificate has also been made mandatory for Group ‘D’ employees (drivers, forest guards, constables, excise guards and attendants) to get promotions.
Before taking the test, employees will be given five to six days of training in basic aspects of computers such as word processing, MS Office, printing, Internet, and Kannada typing software, among others, sources from the Assembly Secretariat told The Hindu .
The 90-minute test for 80 marks will be conducted as per the Karnataka Civil Services (Computer Literacy Test) Rules, 2012.
