Laying down the procedure to be followed in recruitments, candidate ratio to be maintained at each stage, and the rules on preparation of list of candidates to be selected under direct recruitment conducted by the Karnataka Public Service Commission (KPSC), the State government on Monday tabled The Karnataka Civil Services (Procedure for Selection of Candidates During Recruitment) Bill, 2018.

The Bill became necessary following a court order with respect to maintaining reservation procedures in direct recruitments. The government had sought the opinion of the Advocate-General in this connection.

In June 2016, the High Court of Karnataka held that the procedure followed by the KPSC since 1994 for the preparation of list of candidates admitted to written examination, and for the list of candidates called for personality tests in 1998, 1999 and 2004 for the posts of gazetted probationers (Group A and Group B), as unconstitutional, contrary to the rules and government order.

The Bill lays down the procedure for selection of candidates for the competitive main examination, the preliminary test, the final selection list and additional list, and the ratio of candidates to be maintained at each stage.
