A civilian was killed and another injured as Army bullets hit them in the Gool area of Ramban in Kashmir on Sunday morning.

The police lodged an FIR against 58 Rashtriya Rifles under Sections 302 (murder) and 307 (attempt to murder) of the Ranbir Penal Code.

Mohammad Rafiq Gujjar, 28, and Shakeel Ahmad, 30, of Gool were shot around 4 a.m. Gujjar was killed on the spot. They had just returned to their shelter after grazing cattle, the local people said.

Army spokesman Lt. Col. Devender Anand said an operation was launched in the Kohli area of Gool on specific intelligence inputs. At 3.45 a.m., the Army patrol saw some suspicious activity. The suspected individuals fired at the patrol which retaliated, the spokesman said.

However, Mr. Ahmad, who was injured, alleged that they were fired at from a close range.

“We were tending cattle in the shelter. The Army opened the door and fired,” he said.
