Reverse tendering modalities out

The Water Resources Department (WRD) on Friday issued the modalities for implementing the tender-cum-reverse auctioning process on the basis of recommendations made by the Board of Chief Engineers (BoCE).

As per G.O. MS No. 67 issued on behalf of Special Chief Secretary Adityanath Das, the guidelines are applicable for contracts where the government is desirous of discovering a fair price through a competitive bidding process for the execution of ongoing projects. It should be ensured that the prevailing terms and conditions of the contract remain unchanged besides a seamless transfer of responsibilities between the contractors/agencies.

Before initiating the tender-cum-reverse auctioning process for ongoing works for which agreements are in force, such agreements should be terminated under appropriate clauses keeping in view the chances of existing contracting agencies raising objections and legal opinion obtained if required.

The threshold values of technical and financial qualifications prescribed by the department are to be displayed to the bidders on the e-procurement site.

The bidders have to submit their details of qualification criterion in the prescribed text boxes along with their self-declaration on the fulfilment of qualification criteria and the system automatically evaluates the qualification details uploaded by the bidders and enables the qualified ones only to quote their price bids in the prescribed format.

In all, the BoCE has made 31 recommendations, including the above ones, after holding extensive consultations in Vijayawada on July 22.
