Online building permission system in urban areas soon

The State government will soon launch online building permission management system in all the 110 urban local bodies across the State as part of its vision to provide e-governance to citizens.

The government has launched the system in 13 municipal corporations and three district headquarters for providing integrated services to citizens by deploying appropriate ICT tools on a pilot basis with an estimated Rs. 14.51 crore through the bidder Pune-based Soft Tech Engineers Pvt Ltd. The project has been proposed after the World Bank has issued no objection certificate for the project work with Rs. 26.69 crore and to hand over the contract to the lowest bidder.

The project forms part of the municipal capacity enhancement component of the World Bank funded Andhra Pradesh Municipal Development Project aimed at enhancing the financial and technical capacity and operating systems of all ULBs.

Accordingly, Soft Tech EngineersPvt Ltd has been entrusted with the responsibility of developing necessary interfacing for integrating their online building permission management application in line with the technical requirements of municipal ERP application modules being developed by e-Governance Foundation of Bangalore.

The application should be comprehensive and should cover the transferable development rights as also other technical requirements of the Town Planning department.

The proposed software should conform to rules, by laws, regulations and acts in force and the firm should also make provision for generation of provisional property tax of all the building applications approved. The firm, the government said, furnished undertaking stating that the inbuilt feature, Auto DCR, includes automatic generation of 3D models by reading plans and elevated sections from the 2D drawings.

Soft Tech Engineers would deploy one technical person for each urban local body for two years within the same cost quoted for each ULB and the project should be completed within three months. In the event of new urban local bodies being constituted in the coming four years, pre installation and maintenance costs in addition to the manpower cost proportionately calculated would be paid to the firm.

Municipal Administration Director and his counterpart in the Town and Country Planning wing should monitor the progress of the project and furnish monthly reports on their status.
