Kamalnathan panel term extended till March 31

With allocation of employees and division of posts in some major departments like Police and Medical and Health yet to be sorted out, Central government has extended the term of Kamalnathan Committee till March 31, 2016. Of the 90 departments, committee completed division of State level posts of the combined State between Andhra Pradesh and Telangana and allocation of employees based on the approved guidelines by duly giving them options to exercise their choice in majority of departments.

The committee also forwarded the allocation list of employees of 33 departments to the Union government for final allocation and another 32 departments will be sent before October 15. Meanwhile, the Centre sought the allocation of employees to be presented in a different format and the Centre for Good Governance was working on it.

Though the allocation of employees process has been completed and uploaded by the committee in majority of the departments, the bulk of employees, however, are in the police and medical and health departments. While the police department accounts for 27,000 employees, about 10,000 employees are in Medical and Health Department.

Though the committee was the first to notify the division of posts in Medical and Health Department, due to several subsequent changes in the data, it re-notified the posts recently and called for options from employees for allocation.

However, division of posts in police department, including Special Protection Force, is yet to be notified pending approval from the two DGPs who could not attend two meetings convened by the committee due to their other official commitments. Another meeting is expected to be convened before October 15.

The DGPs approval is needed for reaching a consensus on allocation of posts and personnel on the basis of population or geographical territory. Once the decision is taken, allocation will not take much time, according to sources.

Real problem

But the real problem is with the cases pending in the court. Some employees contended that seniority should be criterion for allocation.

As the court cases pertaining to Section and Assistant Section officers on ‘Single Unit’ in Secretariat, Deputy Collectors, and other five to six departments are pending, both the States have directed their Advocate Generals to represent to the court for speedy disposal to facilitate completion of staff allocation process.
