Chief Minister N. Chandrababu Naidu said on Thursday that the Central Government had till date released ₹2,500 crore for construction of the capital city Amaravati and that another ₹1,000 crore would be paid the coming years.
Participating in a short duration discussion on the ‘Implementation of A.P. Reorganisation Act-Central financial assistance’ in the Assembly, Mr. Naidu said the Centre had permitted the diversion of 2,000 hectares of forest land for the capital project.
Besides, the Central government released ₹1,050 crore towards special package for seven Rayalaseema and north coastal districts in three instalments and an additional ₹1,050 crore was due to be paid in the next three years.
The Chief Minister further said the Centre allowed 15 % additional accelerated depreciation and 15 % additional investment allowance for industries for a period of five years. A part of the revenue gap compensation amounting to ₹3,980 crore had been paid and the balance was being disbursed in annual instalments.
Division of institutions
A total of ₹22,113 crore is to be paid as a revenue deficit grant as per the 14th Finance Commission’s recommendations. Mr. Naidu said there are 89 institutions listed in Schedule IX. The expert committee headed by Sheela Bhide had so far submitted recommendations on distribution of assets and liabilities pertaining to 69 institutions and employees of 49 out of 69 institutions. As regards the division of assets and liabilities of Schedule X institutions, the CM said there are 142 such institutions and that the matter was being heard by the Supreme Court. He further listed 19 assurances that fall under the purview of Schedule XIII and the institutes / projects / offices sanctioned by the Central government but not covered by the reorganisation Act.
