Cabinet nod for Sheela Bhide panel recommendations

AP, TS to share assets and debts in the ratio of 58% and 42%

The State Cabinet on Thursday approved the recommendations of Dr. Sheela Bhide Committee on bifurcation of assets and liabilities relating to nine Backward Classes (BC) Corporations listed under Schedule IX of the AP Reorganisation Act.

Addressing a press conference at the Secretariat, Chief Minister N. Chandrababu Naidu said the Committee had recommended that the moveable properties, Personal Deposit (PD) accounts and bank balances should be divided in the ratio of 58% and 42% between Andhra Pradesh and Telangana. AP would get ₹10.55 crore as its share in the bank balances. The government wanted to settle the issue amicably, he said.

Moveable properties

There were 6.75 lakh moveable properties of the corporations. Of this, AP’s share was 3.34 lakh properties. With regard to the PD accounts, AP would get ₹44.86 crore against the total ₹76.93 crore. Likewise, it would get ₹10.53 crore of the ₹18.06 crore bank balances.

Financial assistance

The corporations that were cleared were meant to provide financial assistance to caste groups engaged in different occupations including Vaddera, Valmiki/Boya, Krishna Balija/Poosala, Bhatraja, Viswabrahmana, Kummara, Medara, toddy tappers and Sagara (Uppara). They were among 91 corporations listed in Schedule IX of the AP Reorganisation Act and pending resolution for over two years before the Sheila Bhide Committee was constituted.

A meeting of the ministerial-level committees of the two States cleared nine of them in the presence of Governor E.S.L. Narasimhan at the Raj Bhavan in February. Both States agreed on the division of a few backward caste welfare corporations which did not have employees.

Senior All India Service officers A K Goel and K V Rao and financial expert K Narasimha Murthy were the other members of the committee.
