For the fourth consecutive working day, Assembly and Legislative Council could not transact listed business on Tuesday.
As soon as Assembly met, members of YSRC, TDP and TRS surrounded the podium of Speaker N. Manohar with some of them waving placards in support of their respective demands. TRS member T. Harish Rao took away the placard of YSRC MLA amid pushing and jostling. At this stage, the Speaker adjourned the House saying it would meet after the Business Advisory Committee (BAC) meeting.
Earlier, Mr. Manohar rejected a bunch of adjournment notices. While TDP sought a discussion on the attitude of Centre and State over the bifurcation issue, YSRC wanted a resolution in favour of united Andhra Pradesh and the CPI a discussion on Telangana Bill.
When the House re-assembled after more than six hours, it was adjourned for the day after Finance Minister Anam Ramnarayan Reddy introduced the Andhra Pradesh Fiscal Responsibility and Budget Management (Amendment) Bill.
In the Council, TDP members disrupted the proceedings soon after it met for the day. They highlighted the manner in which their colleague N. Rajakumari was hurt in a scuffle with TRS member Swami Goud on Monday. Adjourning the House, Chairman A. Chakrapani said he would look into their plea after the BAC meeting. There were protests again when the House re-assembled with Deputy Chairman N. Vidyasagar in chair as P. Satish Reddy, Rajakumari, Samanthakamani (all TDP) and others trooped into the well. Responding to their demand, Mr. Goud said he owned responsibility for the incident and conveyed his sincere regrets. He explained that he became emotional when the TDP members tore the Bill but apologised for the hurt caused to Ms. Rajakumari. After the issue was resolved, the Deputy Chairman tried to initiate a short discussion on Krishna Water Dispute Tribunal’s order but slogan-shouting members forced adjournment forced adjournment of the House for the day.
