Delhi Chief Minister Arvind Kejriwal’s dharna for action against three policemen at New Delhi came in handy for the members in the Legislative Council to expose lacunae in the draft Andhra Pradesh State Reorganisation Bill.
MIM member S. A. H. Razvi, giving his opinion on the draft Bill here on Tuesday found fault with the 10-year common capital status for Hyderabad with law and order vested in the Telangana State Governor.
Arguing that the Centre should not interfere in a State’s law and order and it should be left to the elected Chief Minister, he said otherwise a situation like in Delhi would develop. The issue raised by the Aam Admi Party chief Kejriwal for control over law and order was being watched with interest across the country, he added.
Mr. Razvi said that the draft Bill with provisions for common capital, governor, High Court defeated the purpose of separate Telangana. The Centre could as well keep the State united, he quipped. Pointing out that the Bill has several anti-Telangana provisions, he said it did not address the issues of minorities who were handed out maximum injustice after the merger of Hyderabad State with Andhra in every sector.
Their language saw no promotion, thousands of acres of Wakf lands were taken away by the government through the abolition of Inam, Jagir Acts and imposition of land ceiling Act. Disputing the claims of Seemandhra leaders that they had developed Hyderabad, he said IT sector progressed as an off-shoot of the global IT revolution while international airport or hi tech city came up on he lands belonging to the minorities.
Mr. Bhanu Prasad (Congress), referring to Seemandhra leaders’ hue and cry against the Centre for invoking Article 3 for State division without a resolution from State Assembly recalled the State government’s decision to merge several gram panchayats with Greater Hyderabad Municipal Corporation ignoring their resolutions against their merger.
Mr. Bhupal Reddy (Congress) said it was wrong to say that Telangana people were taking away developed Hyderabad as they had been demanding their State for the last 60 years as their language, culture and traditions were unique. The draft Bill should provide for separate High Court, Public Service Commission, power supply corporation for Telangana, he suggested.
