A delegation of the Andhra Pradesh Employees Association called on Governor E.S.L. Narasimhan on Monday and sought his intervention on a decision by Telangana power utilities (which has since been stayed by the High Court) to sack 1,200 of them on grounds of nativity.
Spurred by this development, their counterparts from Telangana have sought an appointment with the Governor to appraise him of their point of view.
In their petition to the Governor, the Andhra delegation has contended employees on the rolls on the date of bifurcation (June 2, 2014) cannot be relieved unilaterally without issuing suitable reposting orders.
Moreover, these employees were state-level officers recruited through open notification following all statutes.
The employees urged the Governor to issue a directive to the Telangana government restoring their status as on June 9. The Government was asked to apprise the Central Government about the difficulties that arose for framing the guidelines in line with the provisions of the Reorganisation Act and recommend that the Centre invoke Section 108 of the Act for framing necessary guidelines for bifurcation of employees between the power utilities of the two States.
Separately the Telangana Electricity Employees JAC condemned the “misinformation campaign” by Andhra Pradesh about Telangana power utilities and their employees, and said TEEJAC would represent the matter to the Governor on TuesdayAs per the JAC’s Coordinator K.Raghu, the Telangana Energy officials had waited for one year before issuing guidelines, and hence the decision could not be called unilateral. AP officials waited for Kamalnathan Committee’s recommendations, though the committee itself had mentioned that its recommendations were not applicable to public sector units.
