Home Minister Amit Shah on August 5, 2019, moved a resolution in the Rajya Sabha seeking to introduce a Bill revoking all provisions of Article 370, as approved by President Ram Nath Kovind.
Along with this resolution, the Home Minister also introduced Bills to bifurcate the State into Ladakh as a Union Territory without a legislature, and Jammu and Kashmir as a Union Territory with an Assembly.
Mr. Shah also introduced the Jammu and Kashmir Reservation (Second Amendment) Bill, 2019.
The Rajya Sabha was immediately adjourned following this announcement, as Opposition Benches erupted in protest. When the House reconvened, Parliamentary Affairs Minister Pralhad Joshi accused the Opposition of abusing the Point of Order privilege afforded to them.
During the furore, two PDP Members — Nazir Ahamed and Mir Mohammed Fayaz — tore up a copy of the Constitution and were removed from the House by marshals on the order of Chairman M. Venkaiah Naidu.
Ravi Shankar Prasad, Law and Justice Minister, said the government is corrected a “historic wrong”.
Prime Minister Narendra Modi had called up NDA allies before the announcement by Mr. Shah, said sources.
