Issues that will figure at the meeting include the recommendations of the Punchhi Commission on Centre-State relations, the use of Aadhaar as an identifier and the use of Direct Benefit Transfer for providing subsidies and benefits, and improving the quality of school education with focus on improving learning outcomes and incentivising better performance.

The meeting comes amid the turmoil in Jammu and Kashmir, where at least 36 persons have lost their lives in violent protests after Hizbul militant Burhan Wani was killed last week.
