As it happened: Day 5 of Monsoon Session of Parliament

Bhagwant Mann video triggers a storm in Parliament, forces adjournment of both Houses without transacting any significant business.

As per the original itinerary, both Houses of Parliament were to discuss the NITs bill in Lok Sabha on Friday, but AAP MP Bhagwant Mann's livestream on Thursday of his journey from home to the Parliament House changed the mood. The Lok Sabha saw an adjournment till 12 noon as soon as it was convened, and later for the day. Lawmakers across party lines demanded action against Mr. Mann. They criticised Mr. Mann's act of showing security arrangements in Parliament.

The Rajya Sabha discussed about discussing the issue. Does Rule permit discussion of the acts of a Lok Sabha member in the Rajya Sabha? That's the tricky question, the Deputy Chairman posed. But before he could pronounce the verdict, the House was adjourned as members demanded a discussion irrespective of what the Rule says. Even there, ruckus forced the House to adjourn till 2.30 pm, and later for the day as Treasury benches disrupted the proceedings for all the 13 minutes it functioned.

2.43 pm:After repeated pleas for order, Kurien adjourns the House for the day.

2.40 pm: Kurien pleads to members, who trooped to the Well, to go back to their seats.

2.35 pm: Treasury benches resort to slogan-shouting against Mann's’s video despite Deputy Chairman's plea to allow him to introduce a bill. Sitaram Yechury says the Treasury benches are denying the right of a private member's business.

2.30 pm: Rajya Sabha reconvenes amid ruckus.

12.30 pm: Rajya Sabha reconvenes. Vice-President Hamid Ansari is in the Chair. MPs continue to protest against Mr. Mann. The Chairman adjourns the House till 2.30 pm

12.15 pm: Speaker adjourns Lok Sabha for the day.

12.05 pm: Lok Sabha reconvenes. >Mann's row refuses to die down. Mallikarjun Kharge says "everyone should unanimously condemn his action. He should be punished."

11.40 am: Rajya Sabha adjourned till 12:30 pm.

11.35 am: Sharad Yadav takes a neutral stand. "Speaker and Chairman are presiding officers. It is serious, much has been said. Speaker can take action. Due to Punjab polls, there is so much [hue and cry], he says.

11.27 am: Yechury turns the heat on the BJP. "It is also a matter of privilege. Both privilege and security breached. As Chair, you can convey our sentiment to the other House. Ruling party has a majority in that House. You can get the Speaker to decide which Bill is a money Bill. So, why not what action was taken by Speaker?"

11.25 am: Anand Sharma's says, " There is a Joint Committee on Security. We should convey the security committee to take action. Govt can take legal action. As for Parliament, it is up to the Speakerto take action."

11.22 am: Nirmala Sitharaman says, "On prerogative of House, we are serious. But on security.... This is temple of democracy. The MP has said he will repeat it. The government will do what it has to do. Congress should not protect the member."

11.21 am: Ambika Soni asks that while this is serious, the government should answer what it did on the same day.

11.20 am: MPs are not satified. They want an unanimous resolution against Mr. Mann.

11.16 am: Mr. Kurien responds: "Security of Parliament is of paramount importance. Security is government's responsibility. The government can take whatever action against that MP, including legal action. If the government is interested, let it bring it up, we can discuss."

11.15 am: Mr. Naqvi insists for a discussion. He recalls the 2001 Parliament attack and says he salutes security forces and staff. The terrorists did not know the insides of Parliament. Now this member is showing it live in public for terrorists to be able to misuse it.

11.10 am: In Chair is Deputy Chairman Kurien. He says a debate is not possible in the House as Mr. Mann is a member of the Lok Sabha. Rules don't permit, he says.

11:06 am: Rajya Sabha memberss too urge the Chair to discuss Mann security video issue.

11.05 am: Meanwhile, Rajya Sabha proceedings begin. MoS for Parliamentary Affairs Mukthar Abbas Naqvi makes a statement regarding Government Business for the week coming week.

11.03 am: House stands adjourned. To meet again at 12 noon.

11.00 am: Lok Sabha Speaker arrives. MPs across party lines urge Speaker to take privilege motion against Mann.

9.39 am: Kirit Somaiya, Maheish Girri and Prem Singh Chandumajra move privilege notice in zero hour against Mann security video issue.

9.15 am: Govt. lists a notice to extend the term of the joint committee on the Land Bill to the end of the Winter Session in LS today.
