Dantewada massacre: Rammohan submits report

He was asked to establish sequence of events leading to ambush

The former chief of the Border Security Force, E.N. Rammohan, on Monday submitted his report to Union Home Minister P. Chidambaram on the April 6 massacre of 76 security personnel by Maoists in Dantewada district of Chhattisgarh.

The one-man committee was appointed on April 8 by the Home Ministry to establish the circumstances preceding and the sequence of events leading to the April 6 ambush of the Central Reserve Police Force (CRPF) personnel at Tarmetla.

Mr. Rammohan was also asked to reconstruct, as far as possible, the actual events that took place on April 6 from 0500 hours to 1200 hours and until the first rescue party reached the place of incident.

8 points of reference

Among the eight points of reference of the committee was the responsibility to analyse and establish the decision/command structure/hierarchy and the specific levels which took relevant decision concerning the area domination operations and leading to the incident. He was also asked to examine the quality of the training imparted to the companies of the CRPF and details of the standard operating procedures issued to the CRPF company.

Though the content of the report was not known immediately, official sources said Mr. Rammohan is learnt to have cited leadership failure during and after the worst-ever Naxalite attack on the Central paramilitary force personnel.

The sources said the former BSF chief had also suggested certain measures to avoid recurring of lapses.The Home Minister is likely to place the report before Parliament along with the government's response to the suggestions made in it.

During the fortnight-long inquiry, Mr. Rammohan visited Tarmetla in Dantewada district and the State capital Raipur. He interacted with CRPF officials, local police and civil officials and injured jawans. As many as 75 CRPF personnel and a head constable of the Chhattisgarh police lost their lives in the Maoist attack.
