Compulsory exit for 2 IPS officers

In a rare move, the Appointments Committee of Cabinet (ACC) gave the go-ahead to compulsorily retire two IPS officers for “no performance”.

The two IPS officers, Mayank Sheel Chohan, a 1998-batch officer of AGMUT cadre and Raj Kumar Dewangan, a 1992-batch IPS officer from Chattisgarh cadre, were issued the orders on January 5. “This Ministry [Home] in exercise of the powers conferred by sub-rule 3 of Rule 16 of the All-India Services rules 1958, has premature retired Mr. Mayank Sheel Chohan and Mr. Raj Kumar Dewangan in public interest after the approval of Appointments Committee of the Cabinet,” the order issued by Home Ministry said.

Mr. Dewangan was posted as the Inspector General of Home Guards in Raipur. He was also overlooked for promotion earlier this month.

Mr. Dewangan had faced a departmental inquiry in a case of robbery in 1998 when he was posted as Superintendent of Police of the State’s Janjgir Chapa district. A police inspector under him was arrested in the case, and Mr. Dewangan was also placed under suspension. He has not been given any important posting in the State since.

Mr. Chohan was posted as SP vigilance in Arunachal Pradesh in 2012. An official said he was also accused of “staging” his own abduction.

“The decision to compulsorily retire an officer is taken in consultation with the State government. We were apprised of the poor service record of the two officers, and the proposal was sent to the ACC for approval. The officer has to be given a three-month notice or three-month pay and allowances in lieu of such notice,” he said.
