The Union government must enter into talks with organisations representing all shades of opinion in Jammu and Kashmir and start the process of political dialogue without any delay, the Communist Party of India (Marxist) said on Tuesday.
Condemning the “senseless killing” by security forces of a youth in Baramulla on Monday, the CPI(M) Polit Bureau said the tragic death of a child by drowning a day earlier under suspicious circumstances triggered a fresh spate of protests when the police opened fire, leading to the death of the youth.
Recalling that only a few days earlier did an all-party meeting call upon the security forces to exercise restraint, the party said, “It is unfortunate that instead of restraint in this highly emotionally charged atmosphere, such killings as the one in Baramulla continue.”
The party pointed out that the all-party meeting also called for a credible inquiry into the circumstances under which deaths of civilians occurred in recent days. While the process for instituting such a probe did not start, there were disturbing reports of young people being harassed by security forces at different places. This trend must stop. The party's Central Committee will begin its three-day deliberations on Wednesday.
Party general secretary Prakash Karat said the meeting would review the current situation in the country and chalk out a strategy for carrying forward the anti-price rise campaign. The situation in Jammu and Kashmir would also be discussed.
The meeting, he said, would take a view on the Bhopal gas tragedy in the light of the recent developments and formulate the party's stand on the Civil Nuclear Liability Bill, which is expected to come up for discussion and passage in the monsoon session of Parliament. During the session, which begins on Monday, the party would demand implementation of the recommendations of the Justice Ranganath Misra Committee.
The Central Committee would also finalise its draft political and organisation report, which was prepared and cleared by the Polit Bureau earlier this month. After it was approved by the Central Committee, the report would be placed before the extended body, which would meet in Vijayawada from August 7 to 10.
