Rajya Sabha discussed the Uttarakhand and Arunachal Pradesh political crises and Lok Sabha passed Supplementary Demand for Grants (General) 2016-17. Here are the updates.

Latest updates:

7.26 p.m.: Lok Sabha adjourned for the day.

7.24 p.m.: Supplementary Demand for Grants (General) 2016-17 passed.

7.06 p.m.: We have to raise a certain amount of revenue and take some measures so that our state earns more: Jaitley

6.56 p.m.: Various steps are being taken with regard to improving health of sectors. Taxation should be done in a reasonable way: Jaitley

6.28 p.m.: Kiren Rijiju: Congress imposed emergency 107 times. How can they make such accusations?

6.22 p.m.: Kiren Rijiju replies amid protests, asks "How could you mislead the nation?"

6.20 p.m.: MPs protest in Rajya Sabha, join in sloganeering near the well.

6.17 p.m.: Anand Sharma says that it is alleged that Kiren Rijiju was directly involved in Arunachal Pradesh incident.

6.10 p.m.: Bharatiben Shiyal of BJP, Gujarat praises the work done by Modi govt.

6.09 p.m.: Every minister is expected to reply on national interest. All of us are from one state or the other. He is not excluded from replying on any issue because he is from a particular State: Deputy Chairman Kurien.

6.03 p.m.: Leader of Opposition Ghulam Nabi Azad says that MoS Kiren Rijiju is capable but Minister Rajnath Singh should reply when he returns from Pakistan.

5.55 p.m.: "Tamil Nadu govt have been dismissed many times," she says. Deputy Chairman says, "Here, both DMK and AIADMK are same."

5.52 p.m.: This is definitely bringing so much shame to democracy and the people who elect the leaders. Our party headed by Kalaignar Karunanidhi has always stood against Article 356. This article has been used by the govt and the principle opposition, says Kanimozhi, DMK MP from Tamil Nadu.

5.47 p.m.: There was no hole in our party. The ruling party is at fault. This isn't just in Uttarakhand. It is going on in smaller states as well: Pradeep Tamta

5.40 p.m.: INC MP Pradeep Tamta of Uttarakhand says in RS, "I'd like to say that entire country has seen the conspiracy. Article 356 was misused."

5.34 p.m.: Tamil Nadu MP T.K. Rangarajan quotes other Prime Ministers during emergency. "Modi in the past 2 years, has used it only 3 times. What is cooperative federalism?"

5.24 p.m.: BJP MP Nishikant Dubey of Jharkand says that mobile networks towers in maoist affected states is in limbo. "Our country is developing. But the country should work towards helping the farmers and the poor people."

5.18 p.m.: Tamil Nadu MP D. Raja of CPI says that it is an issue concerning our democracy. "As a citizen, as a member of the House, I'm extremely concerrned that our democracy is at crossroads. With regard to Arunachal Pradesh and Uttarakhand, this situation is clear that this won't be the last time it happens."

5.15 p.m.: Every House is supreme. But what is in the public domain, is important. But this discussion is separate, where we are forced to discuss the role of the Governor: Deputy Chairman P.J. Kurien

5.13 p.m.: In Rajya Sabha, Bhupender Yadav continues his discussion and says that his party BJP believes that there was no discrimination among states or heads of states.

5.09 p.m.: Blackmoney needs to be abolished and the money should be given to the poor: Nishikant Dubey of BJP, from Godda, Jharkand.

4.57 p.m.: Lok Sabha discusses Supplementary demands and grants. Y.V. Subba Reddy of YSRCP, Andhra Pradesh says that we should not forget that our growth rate needs to improve. "It is notable that the union govt is trying to create competition among states. Govt needs to control inflation."

4.50 p.m.: It is the Congress party's concern not the BJP's concern. The Governor cannot make such issues a matter of his concern. What is happening in Gujarat and Uttar Pradesh is disturbing. The PM has chosen not to come to the House and explain. PM should tell what was his agenda. Why did he do so in Arunachal?, asks Sibal.

4.47 p.m.: One of the politicians said that they dont want a Congress-mukt Bharat, but they want a northeast-mukt Bharat! I do not want to name him: Sibal

4.43 p.m.: Bhupender Yadav, Anand Sharma and Speaker discuss the Kapil Sibal issue. Kapil Sibal says that the case is over and "I have no personal interest." Kurien asks him to carry on with his speech.

4.38 p.m.: "If I have a private interest, then I am supposed to declare my interest and then speak. If you're arguing for a particular case, then declare it. Any case, that is closed and many years old, shouldn't be discussed," says Speaker P.J. Kurien.

4.33 p.m.: In RS, BJP MP Bhupender Yadav from Rajasthan wants Kapil Sibal to say that he had a role in the issue.

4.28 p.m.: West Bengal MP Mohammad Salim speaks in Lok Sabha, "The govt should be proactive. Public health is also a matter of concern. Medical colleges should be built in all places. Every area should have a hospital."

4.22 p.m.: The purpose of President's rule is that there is an emergency, there is a constitutional breakdown. But in both these cases, there was no breakdown: Kapil Sibal.

4.18 p.m.: Uttar Pradesh MP Kapil Sibal says he is saddened by the debate in the House since PM wasn't present for discussing why President's rule was imposed in Uttarakhand and Arunachal Pradesh.

4.14 p.m.: V. Vijaysai Reddy of YSRCP, Andhra Pradesh says that the real concern should be what is that we do here [in Parliament]. "When we make the laws in Parliament, we make the laws with the best intention."

4.10 p.m.: D.P.Tripathi of NCP, Maharashtra talks in RS about Article 356, "Govt has to listen to SC's judgment. In both the states, the governance has taken a bad turn."

4.09 p.m.: .Bhartruhari Mahtab says in LS that he would be happy if Credit-Suisse report was wrong. "RBI's report on financial stability shows the worst. We may need unique schemes. As bad loan is mounting year after year, we want to hear what steps are being taken by the govt."

4.02 p.m.: BSP MP from Uttar Pradesh, Veer Singh discusses Article 356 in Rajya Sabha and says that the issue revolving around Uttarakhand MLAs has never happened in India.

3.56 p.m.: Bhartruhari Mahtab of BJD, Cuttack (Odisha) says in LS that our deficit is mounting year after year. "This is very alarming. That is the reason we ar also deliberating the performance of the Finance Ministry."

3.50 p.m.: Sukhendu Shekhar Roy of AITC, West Bengal says that the Central govt should take steps against this Governor issue.

3.44 p.m.: In LS, West Bengal MP Abhishek Banerjee of AITC says that for many schemes like central assistance to the states, national mission of food processing and many other schemes have got much lesser funding than before. "The govt talks about competitive federalism. If we take inflation, Bengal has lowest inflation rate in the country. From Day 1 of the monsoon session, we've been raising this issue. BJP has always ridiculed MNREGA. In Bengal, MNREGA has given jobs to lakhs of people. As for financial growth, Bengal stands on top as well."

3.37 p.m.: In RS, Vijila Sathyanath, AIADMK, Tamil Nadu says that there has been abuse of the constitution. "The Governor is reminding us of the dark days when the Central govt and its agents acted to destabilise. This action os Arunachal Pradesh Governor does not bode well for harmonious relations. This issue is very important to be confined not only to Arunachal or Uttaranchal. TN govt and TN CM call upon the PM to remove the Governor."

3.27 p.m.: C.Mahendran of AIADMK, Tamil Nadu talks about farmers income. "Agriculture is the spine of this country. The Centre needs to allocate more funds for farmers so that their spines wouldn't break."

3.23 pm.: Neeraj Shekhar of SP, Uttar Pradesh discusses Governor's role and says that Article 356 needs to be removed altogether. "He should be a person from outside the state. He should not be intimately connected with the local politics of the state."

3.19 p.m.: Prabhat Jha continues his speech after the Speaker allows him five minutes.

3.15 p.m.: Chaos continues in Rajya Sabha. "If there is anything unparliamentary, one of you can say it. All of you should not shout," says P.J. Kurien.

3.08 p.m.: BJP MP Hukum Singh talks in LS about subsidies. "LPG has made good progess."

3.05 p.m.: The Speaker Deputy Chairman P.J. Kurien says, "The House will listen to both the sides. Pls do not continue this [chaos]. Or else I will need to adjourn the House"

3.00 p.m.: BJP's Madhya Pradesh MP Prabhat Jha says in RS that there were atrocities during emergency. Hearing this, INC MPs protest along with Anand Sharma.

2.52 p.m.: In Lok Sabha, Kerala MP K.C. Venugopal discusses farmer suicides.

"There is decrease in food produce. Inflation rate is 7.55%. It is 21 month high. Even fees for education is going up. These aren't acche din. Unemployment rate is also going up. Govt is taking money from people and not giving to the poor people and farmers. This isn't a good economical view."

2.40 p.m.: Lok Sabha takes up discussion on Supplementary Demand For Grants with respect to Budget (General), 2016-17.

2.39 p.m.: "The original Congress was National Congress. This is a notional Congress," says Naidu.

2.35 p.m.: Anand Sharma and Venkaiah Naidu discuss the issue at large. "Does your party respect Constitution or not?" asks Anand Sharma.

Naidu replies, "You should have been aware of the consequences. The arguments are over now. Your man did not have majority. He has resigned. How can you blame it on us?"

2.30 p.m.: Union Minister Venkaiah Naidu quotes the Sarkaria Commission report

2.20 p.m.: MP Anand Sharma asks why no action was taken against Uttarakhand Governor.

2.10 p.m.: Rajya Sabha discusses Uttarakhand and Arunachal and the role of Governors.

1.30 p.m.: Lok Sabha adjourned till 2.30 p.m.

1.15 p.m.: The Lok Sabha is hearing matters of urgent public importance.

1 p.m.: Rajya Sabha is adjourned until 2 p.m.

12.56 p.m.: Renuka Chowdhury asks, "Will you consider ensuring that when I give Rs. 5 lakh for a classroom, it should be able to build many rooms like the Telangana CM is able to?" Venkaiah Naidu says that the housing programme of the Centre and the States are different.

12.41 p.m.: Yogi Adityanath demands CBI probe in Bulandshahr rape case, lashes out at the SP govt for not acting against the growing numbers of thugs and criminals in the state.

12.36 p.m.: Anil Desai of the Shiv Sena asks a question on taxpayer education syllabus in CBSE schools.

12.34 p.m.: "Students have the right to study the language they want," says Prakash Javadekar.

12.24 p.m.: In Punjab, we have increased the number of drug rehab centres from 7 to 18, says Thawar Chand Gehlot.

12.20 p.m.: Apart from Saudi Arabia, Jyotiraditya Scindia demanded an update on workers languishing in industrial town of Oman. The Speaker, however, didn't entertain the demand of the Opposition saying something good has happened with regard to Saudi situation "so let's not play politics on it."

12.16 p.m.: Congress disrupts the Lok Sabha proceedings asks Sushma Swaraj to inform the House about the current nature of relationship with China and Pakistan.

12.14 p.m.: Anubhav Mohanty of the BJD asks about party drugs. "What is the Ministry doing to control drug peddling activities?" Mr. Sampla replies that this comes under the purview of the Home Ministry.

12.11 p.m.: Sushma Swaraj thanked the Prime Minister for having visited the country in recent past and establishing strong ties with the country. "In labour camps where Indian labourers are living, the Saudi govt will take care of their maintainance also provide healthcare to workers."

12.10 p.m.: "Is there any central scheme for having rehab centres in Punjab?" asks Ambika Soni. "She says 60 per cent in Punjab have come in drug contact," replies Mr. Sampla. "There are wrong figures. A survey with low sample said 1.25 lakh people use opium. 2 lakh plus are into some drugs. This is less than one per cent of Punjab's population. We have increased the number of rehab centres."

12.09 p.m.: "Not only exit visas, the Saudi govt has agreed to cover the cost of air fares. The Saudi govt has also agreed that the workers will be allowed to work in others companies."

12.08 p.m.: Susana Sarah talks about Indian workers stuck in Saudi Arabia. Sushma Swaraj replies saying, "I had said that I will send V.K. Singh to Saudi and as he arrived, he met the Saudi Labour and Development Minister who promised that Indian workers will be given exit visas."

12.07 p.m.: Vijay Sampla, Minister for Social Justice answers saying the sample rate for the survey was very little.

12.05 p.m.: "As per the Act, every five years, a survey should be conducted. AIIMS is already hard-pressed for time. How will they take this additional responsibility? Will the govt come up with an alternative method?"

12.01 p.m.: Vaithilingam of the AIADMK begins with a question on drug abuse. "Will the Centre disburse money to the States, NGOs and de-addiction centres? Does the Centre have any method to monitor how the funds are used?"

12 noon: Question Hour begins in Rajya Sabha.

11:50 am: Santok Singh Chaudhary said that Supreme Court judges in lower court face discrimination when it comes to their elevation to higher judiciary. Mr. Chaudhary said reservation should be imolemented in higher judiciary as well.

Responding to it, Ravi Shankar Prasad said the government has been constantly writing to judiciary to promote SC/ST judges to higher judicial posts. He says there is a great need for serious judicial review but it is a different debate which can be held some other time.

11:47 am: Venkaiah Naidu responds. He says government will not do any revenge act. These projects will be implemented.

11:45 pm: Ghulam Nabi Azad, Rajeev Shukla and Pramod Tiwari ask why all central schemes are stalled in Amethi and Rae Bareilly, the constituencies represented by Sonia Gandhi and Rahul Gandhi. UPA government had promised setting up of an AIIMS and food park, but the projects are laying unattended, they claim.

11.32 a.m.: Save Ganga plan starts from august 20th from Mathura says a BJP MP in Lok Sabha. The government intends to use cutting edge technology to clear the river from toxic wastes.

11.30 a.m.: Kanimozhi says, even in Chennai the IIT Ambedkar Periyar Study Circle was banned.

11.25 a.m.: If people raise slogans for Yakub Memon and Afzal Guru, you want the government to keep quiet?, asks Venkaiah Naidu.

11.20 a.m.: CPI's D. Raja speaks about the banning of the student magazine by Pondicherry University. "There is going unrest in Pondicherry Central University. The student council brought out a magazine printing pics of Kalburgi, Dabholkar, Vemula. Local ABVP organised protests. The magazine has been banned. Why is this happening? It's the same as Hyderabad Central University and JNU."

11.15 a.m.: Stop pilfering workers' lifelong savings of EPF. You can't divert it or appropriate it. Stop such things. All trade unions, left, right and centre, are angry.
