App for forces to air their grievances

Home Minister Rajnath Singh wants to have a direct line of communication with the Central Armed forces personnel, nearly a million in number. For this, the Home Ministry is developing a mobile application, which could be used by CAPF jawans and officials to air their grievances directly with Mr. Singh.

It would be a restricted service and not for everyone to download. “There would be filters, of course. A complaint by any CAPF personnel will be first sent to an officer in the headquarters and if it’s not redressed within the stipulated time frame it would automatically be upgraded to the next level and then to the Minister,” said the official.

Monitoring grievances

In 2016, Prime Minister Narendra Modi sent personalised messages to 20 lakh State and Central police forces on the occasion of Republic Day. The message was sent from the government’s bulk SMS pool and it carried a link that had details of his speeches and official activities.

“We already have a database of phone numbers of CAPF personnel... so it will be easy for us to verify the persons downloading the App. With this, the Home Ministry can monitor the grievances of the jawans in real time,” said the official.

The official said the Home Ministry had been planning to develop the App for the past one year.

“Since it can have security implications, as it would contain details of all the policemen, download would be restricted and allowed only after security verification.”

The State-owned National Informatics Centre (NIT) is developing the application.
