Speaker flays Chief Secretary, secretaries

‘Officials not following Cabinet decisions’

Speaker V. P. Sivakolundhu on Tuesday condemned the Chief Secretary and Secretaries for not adhering to the directions of the Cabinet despite an order of the Madras High Court upholding the rights of an elected government.

Mr. Sivakolundhu was responding to the charge made by AIADMK floor leader A. Anbalagan and Government whip R. K. R. Anantharaman that despite the court order the officials were not implementing Cabinet decisions.

They sought an answer from Chief Minister V. Narayanasamy on the fate of decisions taken at the Cabinet meeting held on June 5.

The Chief Minister replied that the Cabinet decisions, including on free rice distribution and renaming Adi Dravidar Welfare Department, were sent to the Chief Secretary for gazette notification.

Files pending with L-G

However, the Chief Secretary on his part sent the file to the Lt. Governor’s office. The files were still pending for Lt. Governor’s approval, he said.

“There is clarity after the court order. The officials need to follow only the Cabinet decisions and Ministers,” he said.

To this, the Speaker said the actions of officials amounted to contempt of the court order. The House will come down heavily on such officials, he added.
